Members commented that the group was addressing the <br />- most complex of issues and warned that they should not get bogged down with trying to <br /> design processes that by necessity would become very restrictive. <br /> Mayor Howard asked if there was a consensus for several representatives of the three <br /> groups would like to work on the Downtown Theater Project process issue, while the <br /> groups worked on their other issues, as time was of the essence in issuing an RFP. <br /> Planning Commissioners Verdone and Garcia, and Architectural Advisory Committee <br /> member Gilman volunteered. Mayor Howard advised that the Council already had a <br /> subcommittee meeting on this issue. Planning Commission Chairman Bursak and <br /> Architectural Advisory Committee representatives said they would discuss this issue <br /> further. City Manager Everett advised that the next meeting of the Council subcommittee <br /> on this issue would take place at 4 p.m., April 16 and urged the groups to send <br /> representatives to that meeting. <br /> Council Member Bain suggested that two groups be established: One for the Downtown <br /> Theater Project, and another to develop recommendations on the ideal way for the groups <br /> to work together. <br /> City Manager Everett summarized the proposals just made, and suggested that the Mayor <br /> and Vice Mayor and Chairs and Vice Chairs and staff sit down together and develop <br /> proposals on how cross-functional teams could be established. He said the groups had <br />- developed a good agenda for that smaller group to address, which might spin off even <br /> smaller groups that would address concerns such as roles, and also recommended that it be <br /> separate from the Downtown Theater Group. <br /> Director Brown restated the consensus of the groups that there would be two separate <br /> subcommittees, one working on the Downtown Theater Project with representatives being <br /> appointed by their own bodies and meeting on Thursday at 4 p.m., and another group <br /> working on follow-up from this meeting. <br /> MEMO 4/14/98 <br /> Director Brown led the evaluation and review of the Study Session. Mayor Howard <br /> thanked Director Brown and Assistant Director Vesgo for their able facilitation of the <br /> Study Session.
