We considered the South Bayside Systems Authority, SBSA, and their needs to have <br /> continued access to the force main on Bair Island. And we considered exploring obtaining <br /> an easement for a suitable road connection between Whipple and Skyway in order to <br /> provide for 101 North/South traffic mitigation, access to the area in times of an <br /> emergency, general traffic circulation and the connection between the Redwood Shores <br /> Neighborhood and the remainder of the community. As a result of our work as described <br /> in fair detail in the Report we have made seven (7) recommendations to you. I won't go <br /> into those tonight. In addition to that, one of our Task Force members included his... <br /> opinions of the usefulness of a roadway in an emergency. We did not complete one <br /> mandate that Council gave us, and that was to conduct surveys to get public input." Vice <br /> Mayor Ruskin said before the Task Force embarked on such a difficult task, "we wanted to <br /> be certain of the direction that you wanted us to continue." He said the Task Force is also <br /> planning to make a recommendation that the Council take a look at the concerns of Mr. <br /> John Murphy regarding GID 1-64. <br /> B. Downtown Parking Meters update presented by Council Member Hartnett, Chairperson of <br /> the Council Committee on Parking Meters; (703) <br /> REPORT: From the Council Subcommittee on Downtown Parking, April 27, 1998 <br />- Council Member Hartnett provided an update on the work of the Subcommittee and <br /> advised that action items would be recommended at future Council Meetings. Council <br /> Member Hartnett said the Subcommittee and the Downtown Business Group and staff did <br /> not limit their discussions to Parking Meters, but included a broad range of parking issues. <br /> He said the Report was extensive, and described the areas of general agreement between <br /> the City Subcommittee, staff and the newly formed Downtown Business Group. Council <br /> Member Hartnett said future recommendations will include parking fines, meter rates, <br /> meter limits, and a number of other matters that can be handled without fiscal impact to <br /> the City or downtown merchants, including a managed parking plan involving <br /> enforcement and education. <br /> C. Mayor Howard announced that this Saturday, May 2, the Pride and Beautification <br /> Committee will host the annual Spring Clean Up. She invited everyone to meet at the <br /> Public Works Services Yard, 1400 Broadway, Saturday morning for bagels and coffee <br /> before spreading out into specific areas to engage in the clean up. Mayor Howard said BFI <br /> has been the City's and the community's partner during these clean-ups through the years, <br /> and will again help this Saturday. She said this year, the San Mateo Credit Union has <br /> offered to prepare a BBQ lunch for all the clean-up volunteers.
