He said this matter had come <br /> before the Council before and had gone through much of the same discussion, but he <br /> believed that the HHCC should resolve the issue one way or the other. Council Member <br /> Bain said the motion addressed that issue. He said that the funding should be at a level <br /> that would make a difference or there should be no funding at all.
