Status report on the Governor's proposal to repeal Vehicle License Fees, a steady and <br /> significant source of revenue to all California cities; (210) <br /> REPORT: Assistant to the City Manager Moore, June 8, 1998 <br /> Assistant Moore presented the staff report and asked Council to join with other cities in <br /> the State opposing this measure. <br /> Mayor Howard thanked Ms. Moore for the informative and timely Report, and said this <br /> proposal would have a significant impact on Redwood City if adopted. <br /> Council Member Ira, member of the Council Legislative Committee, along with Council <br /> Member Leipzig, said the Committee's decision not to meet regarding this issue was based <br /> on the fact that the Committee "felt we were really getting into an issue where it was really <br /> a partisan issue, and that's exactly what it is." He said it was going to be a partisan issue at <br /> the state level, and "it is not an issue of how it would really affect the cities, but we are <br /> getting into an issue of how funds are allocated to cities and lots of other things.... I felt... <br /> it was a difficult issue to address from that particular perspective. Certainly the <br /> Governor's proposal has a reduction and we are talking about a philosophical thing here." <br /> He quoted from an article in the San Jose Mercury News which discussed "why the two <br /> parties don't agree as to what the benefits of that reduction in the tax would be, rather than <br /> really discussing the whole way that they allocate money. When the issue first came to me <br /> it came through Assemblyman Lempert's office, and he wanted to know if I knew <br /> someone in the Governor's office that we could contact to discuss this." Council Member <br /> Ira said the Assembly was getting very close to returning ERAF(Education Revenue <br /> Augmentation Funds) monies back to the cities. He said that once the issue ofVLF was <br /> raised the ERAF plan was abandoned immediately. He said, "Really it is a stopgap <br /> measure. They are happy now that we are not going to lose these monies, they don't even <br /> worry about how to address the ERAF money right now.
