The rule of the house is, this Council adjourns or the meeting ceases as <br /> of a given time, unless by a unanimous vote you continue it. We have passed that time. I <br /> realize that one of the Council Members is arguing the point that we should be able to <br /> address a motion on the floor. But after you consider the debate that extends the meeting, <br /> de facto, for ten minutes beyond the period of time, my concern is that we are going to be <br /> having a procedural battle rather than a substantive battle. So I recommend that we do <br /> have, if the Council would be so willing to do this, of course if you don't want to you <br /> don't have to, but to remedy and avoid this situation, pass a motion which would extend <br /> the meeting and adopt it unanimously." <br /> - At 12:09 a.m. MIS: CLAIRE/RUSKIN TO EXTEND THE MEETING TO 12:15 A.M. <br /> Couneilman Leipzig said, "I have a question on the motion. I'm sorry I missed the first <br /> part of it. Are you moving forward because we are past 12 0' clock?
