Vice Mayor Ruskin offered an amendment to the motion, requiring replanting of larger
than the usual 15 gallon replacements in the affected area (Roosevelt, Fairview and
McGarvey), to compensate for the loss of the beautiful, old trees recently removed, to
show a sign of good faith in Council's intention to deal with this problem. He said staff
advised there were funds available.
Discussion ensued with Couneil Member Ira stating it was important to first determine
what kinds of trees were most appropriate for the area before deciding on replanting with
larger trees. Vice Mayor Ruskin agreed that it would be wise to do that evaluation first,
and thus withdrew his proposed amendment.
MEMO 12/1/97
ITERATION OF MOTION:
MIS: LEIPZIGIRUSKIN to form a Task Force, with Vice Mayor Ruskin and Council
Member Hartnett, and approve a 45-day moratorium on cutting down street trees (under
the City's street tree maintenance contracts) in Redwood City to look at all the issues
discussed tonight. (Mayor Howard added that additional members could be added by the
Task Force.)
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 97-228
MIS: CLAIRE/BUCHAN DIRECT STAFF TO REPLACE ANY TREE IN THE AFFECTED
AREA WITH A TREE OF THE APPROPRIATE SPECIES AND NO LESS THAN A 45
GALLON TREE (IF THE RESIDENT WOULD LIKE TO HAVE IT REPLACED AT THAT
SIZE.)
Couneil Members discussed the value of imposing this policy now, having the Task
Force consider it, policy impacts on the Public Works Services Department street tree
plans now and in the Spring, the affected area and the need to address this problem; and
other policy related matters.
Direetor Ingram described the results of the City's sidewalk repair program, and advised
that not all residents support trees on their properties due to the damage tree roots cause.
He said "there is an equal mix of people who regard the trees as their enemies as there are"
who believe they are good for the City. He said wherever possible the City has created a
larger planting site.
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 DECEMBER I. 1997
MINUTES Page No. 078 PAGE 6
