She also thanked the Council Members <br /> for listening to their constituents who "have said their perception was they felt unsafe and <br /> they wanted more Officers. Statistics didn't bear that out, but we knew we wanted to do <br /> more, and give a higher level of service." Mayor Howard expressed support for the <br /> Staffing Study, the 35% availability goal and aggressive recruitment. <br /> Couneil Member Hartnett said there had been a positive change in the Police <br /> Department over the last two and half years, and the motion and resolution offered tonight, <br /> set the stage for "increased, almost explosive change in the Police Department, in terms of <br /> its ability to provide enhanced services." He said the Department had been extremely <br /> resourceful and effective in preventing youth crimes within existing resources, and <br /> thanked the Chief and the Department for what they have accomplished within those <br /> limited means.
