7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 10, 2014 <br /> SUBJECT <br /> Water Connection and Service - Parcel 1 at 1005 Lakeview Way APN 057 - 270 -030), <br /> unincorporated San Mateo County, CA <br /> RECOMMENDATION <br /> Adopt by resolution determining that the Project is exempt from CEQA and authorizing a <br /> request to the Local Agency Formation Commission (LAFCO) for extension of water <br /> services outside jurisdictional boundaries to Parcel 1 and 1005 Lakeview Way, in <br /> unincorporated San Mateo County, CA, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property at 1005 Lakeview (APN 057 - 270 -030) is developed with an existing single <br /> family home. The parcel is located outside Redwood City's jurisdictional boundaries, <br /> but is within the City's sphere of influence and water service area. It is currently <br /> serviced by a single water connection to the City water system. The owner of the lot <br /> has applied to the County of San Mateo for approval to subdivide the lot creating two <br /> parcels: Parcel 1 and Parcel 2, and construct the two new residences. The existing <br /> water service is located at and will continue to serve Parcel 2. <br /> ANALYSIS <br /> The Property is located within Redwood City Water Service Area; and there is no other <br /> public water purveyor in the area. Redwood City is obligated to serve properties within <br /> the Redwood City Water Service Area. City must receive LAFCO approval to provide <br /> water service to Parcel 1. The Property owner will construct an eight inch water main <br /> extension along the entire frontage of the two new parcels and connect to the nearest <br /> six inch or larger water main, pursuant to City Code Section 38.26. <br /> LAFCO requires Council's action, by resolution, for requests made for new services. <br /> Staff recommends that the City request LAFCO's approval to extend water service <br /> outside City boundaries, but within the City's water service area, pursuant to <br /> Government Code Section 56133. The water service connection proposed for the new <br /> single family residence at 1005 Lakeview Way is subject to the following conditions and <br /> fees: <br /> 1. LAFCO approval of the application for the proposed water service connection; <br /> 2. Property owner's payment of LAFCO fees; <br />
