7.3.C. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
March 10, 2014
SUBJECT
Resolution authorizing an application requesting the Local Agency Formation
Commission to approve extension of sewer service to 1278 Edgewood Rd, APN 058-
030 -090
RECOMMENDATION
Adopt a resolution determining that the Project is exempt from CEQA and authorizing
an application requesting the Local Agency Formation Commission to approve
extension of sewer service outside jurisdictional boundaries to 1278 Edgewood Rd
(APN 058 - 030 -090), in unincorporated San Mateo County, pursuant to Government
Code Section 56133.
BACKGROUND
The property owner of 1278 Edgewood Rd (APN 058 - 030 -090) is planning to abandon
its existing septic system and connect to City Sewer facilities. The parcel is located in
the unincorporated part of San Mateo County, outside of Redwood City's jurisdictional
boundaries, but is within the City's sphere of influence and sewer service area. The
property owner has requested sewer service from the City.
ANALYSIS
In order to extend sewer service, the Local Agency Formation Commission (LAFCo)
requires a resolution of application from the City. On July 25, 2005 the City Council
approved the expansion of City's Sewer Service Area to allow a sewer connection to
1278 Edgewood Rd, APN 058 - 030 -090.
In accordance with Municipal Code Section 27.50, the City is able to extend sewer
service to said proposed subdivision, contingent on the Council's approval of the
proposed resolution and after its effective date.
ALTERNATIVES
Council may choose not to apply to LAFCo. In such case, the property owner will not be
able to process the sewer service extension, and will have to seek other sewerage
solutions.
