7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 10, 2014 <br /> SUBJECT <br /> Professional Services Agreement with Mark Thomas & Company, Inc. for engineering <br /> design and construction administration for the Stulsaft Park Retaining Wall Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the professional service <br /> agreement with Mark Thomas & Company, Inc. of San Jose, CA to provide engineering <br /> design services and construction administration for the Stulsaft Park Retaining Wall <br /> Project in an amount not to exceed $86,084.00; and, authorize the City Manager to <br /> increase the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> Stulsaft Park is a 42 acre regional natural park in Redwood City. The up slope side <br /> along an existing access road which serves park maintenance vehicles, fire trucks and <br /> hikers has experienced erosion. This project will add a new retaining wall to mitigate <br /> the erosion and stabilize the steep slope. <br /> ANALYSIS <br /> In November 2013, staff solicited Requests for Proposal (RFP) from nine structural <br /> engineering consultants. Based on the review and evaluation of the proposals, Mark <br /> Thomas & Company, Inc. was deemed to be the best qualified firm for this project as <br /> their staff and project team demonstrated the experience and provided an effective <br /> labor of effort to complete the project. <br /> The primary objectives of the Stulsaft Park Retaining Wall Project include: <br /> • Determining a suitable wall type to mitigate the slope and erosion issues, <br /> • Performing subsurface investigation and laboratory analysis to prepare the <br /> geotechnical report, and <br /> • Developing plans, specifications and cost estimate for public bid and constructing <br /> the facility <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed agreement with Mark Thomas & <br /> Company, Inc. and direct staff to find alternate means of completing the work, or modify <br /> the scope of work, or select other consultants. <br />
