7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 10, 2014 <br /> SUBJECT <br /> Agreement for Professional Services with West Yost Associates, Inc. for the Bair Island <br /> Storm Water Pump Station Project <br /> RECOMMENDATION <br /> By motion, approve agreement for professional service with West Yost Associates, Inc. <br /> in the amount of $187,049.00 for the Bair Island Storm Water Pump Station Project, and <br /> authorize the City Manager to increase the contract amount up to 10 %, if necessary. <br /> BACKGROUND <br /> On January 27, 2014 Council awarded the construction contract for the Bair Island <br /> Storm Water Pump Station Project to Sanco Pipelines, Inc. The project consists of <br /> constructing a new storm pump station at a location compatible with the traffic <br /> circulation planned for the area, and with upgraded pump capacity to handle the 100 <br /> year reoccurrence storm event. <br /> The project is about to begin construction and the City is in need of construction <br /> management and inspection services for this project. The specialty nature of the <br /> inspection work requires augmentation of City staff. <br /> ANALYSIS <br /> A Request for Proposals for Construction Management & Inspection service for the Bair <br /> Island Storm Water Pump Station Project was sent on November 8, 2013 to the seven <br /> construction management and inspection firms on the City's pre - qualified list of firms. <br /> Proposals were received on December 6, 2013 from two firms: West Yost Associates, <br /> Inc. and Kennedy /Jenks Consultants. A staff panel ranked the proposals based on <br /> understanding of the project purpose, method of execution pertaining to construction <br /> management and inspection, expert knowledge, and past experience with similar <br /> projects. Based on the above criteria, West Yost Associates, Inc. ranked higher than <br /> Kennedy /Jenks Consultant. After the selection process, cost negotiation began with <br /> West Yost Associates, Inc. <br /> For the duration of the project construction, West Yost Associates, Inc. will be providing <br /> quality inspection, construction activity coordination, progress payment and construction <br /> schedule monitoring, submittals, request- for - information and all other project document <br /> review as stated in the contract scope of work. <br />
