She said she felt that the Council should uphold the prornises that <br /> their predecessors made to the community. <br /> - <br /> John Murphy, 421 Loft Lane, inquired about the shuttle supposedly provided by the <br /> homeowners association, and Mayor Howard said the Report referred to the Business <br /> Owner's Association shuttle proposal. <br /> Don Warren, 125 Stonybrook Road, Los Gatos, said, "At the time that the Specific Area <br /> Plan was done for Lido Neighborhood, I was the President of Redwood Shores Properties, <br /> the master developer for Redwood Shores, and did own the real estate involved. The <br /> original ideas for the Lido area did have this parcel included within an area to be developed <br /> for residential development. However, we were involved in very intense discussions with <br /> the South Bayside System Authority with respect to the juxtaposition of those properties <br /> with the plant. Good reasons for why that property should not be developed for residential <br /> development were brought forth. In response to that and requests from the City, the <br /> developer changed the plan significantly, and at significant cost to them, in order to <br /> accommodate a rerouting of some of the streets and roads, the servicing, and to have that <br /> particular parcel zoned. I went back through the record to refresh my memory about the <br /> dialogue, correspondence, and written record with respect to these deliberations. <br /> Continuously and consistently there was reference in that dialogue to commercial zoning <br /> and to the possibility of low rise R and D. It was not related to the number of stories, but <br /> the concept of a commercial low-rise R and D building was within the ideas discussed at <br /> that time. Because of the concerns of the sewage treatment plant which continue today, <br /> - there was a tripartite agreement written which I was a signatory, the City Manager at that <br /> time was a signatory, and the SBSA was a signatory, and that agreement has stood for all <br /> parties since. That agreement also provides for commercial development on that site and <br /> low-rise R and D is consistent in those deliberations as well." <br /> Mayor Howard asked if anyone else wished to speak.
