I I I II

D. If someone wanted to install an antenna system on a 30-unit apartment building not
too far ITom El Camino Real it would probably be in an R-4 zone, and the process
would be the same as in the first two scenarios.
--------------------------------------------------------------------------------------------------------------
-
2. Open public hearing;
MAYOR HARTNETT OPENED THE PUBLIC HEARING AT 9:00 P.M.
MINUTE ORDER NO. 97-028
--------------------------------------------------------------------------------------------------------------
3. Hear public comments;
A. Monica Brooks, 31 Center Street, co-chair of the Redwood Oaks Neighborhood
Association, told the Council the neighborhood was bounded by two commercial
areas on Woodside and El Camino Real, and asked Council to carefully regulate
this type of technology as these facilities would have a big impact on their
neighborhood. She said the two poles in her area were extremely unattractive.
Ms. Brooks said there has been an effort in the City and the unincorporated area to
underground utilities, and it didn't make sense to now install above ground poles.
She said she was pleased that the Council was emphasizing beautifying the City
and urged them to continue.
MEMO 2/11197
B. Chris Parkinson, 420 W. Oakwood, co-chair of the Redwood Oaks
Neighborhood said he was familiar with this technology and the FCC's intentions
- in this area, and said he was concerned about some of the comments made at this
meeting specifically that density of antennas would be required. Mr. Parkinson
said as technology grows the distance between antennas should increase rather
than decrease, and antennas should become smaller. He objected to the
installation of monopoles and said they were unnecessary, as PCS antennas can be
operated on roof tops. He said the City of Saratoga as well as other Bay Area
cities, have very strict guidelines and require absolute shielding. He urged the
Council not to fear restrictive regulation.
--------------------------------------------------------------------------------------------------------------
4. MIS: LEIPZIGIHOW ARD TO CLOSE THE PUBLIC HEARING.
CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 9:07 P.M.
MINUTE ORDER NO. 97-029
--------------------------------------------------------------------------------------------------------------
5. Council action;
Council Members said many times: monopoles were ugly and will be discouraged in
Redwood City.
MEMO 2111197
-
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 FEBRUARY 10, 1997
MINUTES Page No. 155 PAGE 8
