� SECTION 00200 <br /> INSTRUCTIONS TO BIDDERS <br /> 1.01 REQUIRED BID FORMS <br /> A. All Bidders must submit Bids using, Section 00400 (Bid Form) and Section 00420, attached. Bidders <br /> must compiete all Bid items and supply all information required by Bidding Sections. City reserves the <br /> right in its sole discretion to reject any Bid as non-responsive as a result of any error or omission in the <br /> bid. All Bidders are required to submit Bids on all Bid items. <br /> 1.02 SITE VISIT <br /> A. Bidders will be provided the opportunity to investigate subsurface conditions or otherwise conduct <br /> invasive investigations, explorations, tests, or studies at the Site, with at least forty-eight (48) hours <br /> advance notice to City, in locations approved by City. Note that overhead utilities exist in the project area. <br /> 1.03 OTHER REQUIREMENTS PRIOR TO BIDDING <br /> Submission of a Bid signifies carefui examination of Bid Sections and complete understanding of the nature, <br /> extent and location of Work to be pertormed. <br /> 1.04 EXISTING CONDITIONS AND GEOTECHNICAL DATA <br /> Bidders may examine any available existing conditions information by giving the City reasonable advance <br /> notice. <br /> 1.05 WAGE RATES <br /> A. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker <br /> needed to execute the Contract, as determined by Director of the State of California Department of <br /> Industrial Relations, are on file at City's office and are deemed included in the Bidding Sections. Also, <br /> Contractor shall post the applicable prevailing wage rates at the Site. The City has a web site <br /> (www.redwoodcity.orq), which is linked to the Department of Industrial Relations, where Bidders may <br /> obtain prevailing wage data. <br /> 1.06 BID EVALUATION <br /> A. The City may reject any and all bids and waive any informalities or minor irregularities in the Bid. The City <br /> also reserves the right, in its discretion, to reject any or all Bids; to re-bid the Project; to reject any or all <br /> nonconforming, non-responsive, unbalanced or conditional Bids; and to reject the Bid of any Bidder if it <br /> would not be in the best interest of City to make an award to that Bidder, whether because the Bid is not <br /> responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent <br /> standard or criteria established by City. <br /> D. In case of discrepancy between a unit price and the total price set forth for the unit price item, the unit price <br /> shall prevail. If, however, a specified unit price is ambiguous, unintelligible, uncertain or omitted, and the <br /> total price set forth for that item is clear, the total price shall prevail, and the unit price shall equal the stated <br /> total price divided by the stated (estimated if applicable)quantity. <br /> E. Discrepancies between the indicated sum of any column of numerals and the correct sum thereof will be <br /> resolved in favor of the correct sum. Discrepancies between written words and figures, or words and <br /> numerals, will be resolved in favor of the words. <br /> 1.07 SIGNING BIDDING SECTIONS AND CONTRACT DOCUMENTS <br /> A. If the Bidder is a corporation, all Bidding Sections required to be executed by the Bidder (and, if such <br /> Bidder is the apparent low Bidder and receives the Notice of Award, all Contract documents required to <br /> INSTRUCTIONS TO BIDDERS <br /> MARSHALL STREET GARAGE ELEVATOR <br /> REFURBISHMENT PROJECT 00200-1 <br />
