<br /> "I feel I understand the viewpoint of those who do oppose the System. Some feel it <br /> doesn't generate enough worth. Some feel the money could be better spent in other <br /> areas of law enforcement. I don't think we should be basing our judgment solely on <br /> the bottom line of dollars and cents... I think we need to consider the intangibles that <br /> this project brings about in this situation. The major intangible... is the perception that <br /> our community is a safer place to be with this project in place working as an added tool <br /> for law enforcement. <br /> "I feel it is a major step in building the trust between the communities in our City. <br /> They need to trust our law enforcement agency, our City, we need to trust each other <br /> and work well together... This tool could be very valuable in empowering people to <br /> pick up the phone and call. I lived in a neighborhood in New York many years ago as <br /> a single mom, and I lived in a neighborhood where it was quite common for people to <br /> go out and shoot guns and play with knives... I stayed inside and made sure my son <br /> was safe and sound. I have been through it. I don't want to see anyone else go <br /> through what I went through. I think this System is a... very small amount of money <br /> with a big investment that we will get back ITom it. <br /> "I'd like to think this is going to...start a domino effect where people start working <br /> more and more with each other... (reinforcing) the collaboration of... the City, our law <br /> enforcement agencies and our communities, because it will benefit the whole <br /> community. The safety of your neighborhood will benefit our entire community. I'll <br /> sleep better at night knowing that you don't have to put your child in a bath tub to <br /> prevent him from being shot. I will support this." <br /> Councilwoman Buchan said, "You have just heard four members of this Council <br /> support the motion. Therefore, I am going to offer a few observations. First, I truly <br /> appreciate the manner in which both sides presented their views tonight. I respect the <br /> opinions of both sides, and I trust you'll respect mine. <br /> "For three years in northeast Redwood City where I live, we dealt with a group of <br /> young people who called themselves "CXLS" and they were responsible for a lot of <br /> detrimental activity in the neighborhood, a good deal of it being gunfire. For those of <br /> you who think that I don't know what it is like to live with the fear of retaliation, you <br /> think again. The gunfire and all the other detrimental activity stopped when those <br /> responsible were identified, arrested, prosecuted and put in jail. That is my experience. <br /> It is different ITom yours. I respect your experience, I trust you will respect mine... <br /> "I discovered (on the Internet) that there are other systems out there, other things using <br /> sensor technology around the country that are being tested... As I read more about <br /> that, and as I have taken into account the rhetoric ITom both sides,. ..
