<br /> Councilwoman Buchan elaborated on the possible impacts to Redwood City of the <br /> proposed federal budget which might decrease funding to cities for housing and CDBG <br /> funds; program transfers, unfunded mandates and preemptions that might impact cities; <br /> ISTEA funding proposals that might give local authorities more funding and more local <br /> control over transportation issues; and electricity utility restructuring, aimed at breaking up <br /> monopolies and lowering prices, a topic which has engendered a nation wide debate. <br /> Councilwoman Buchan said that on the state level, a bill had been introduced, AB 923, <br /> that provided for the dissolution of Redevelopment Agencies by January 1, 1998. She said <br /> it was important to Redwood City that this bill be defeated, as the Council and Agency had <br /> plans to expand redevelopment areas in the City. Councilwoman Buchan stressed the need <br /> for communication with the City's state and federal representatives. <br /> Councilwoman Buchan told her colleagues she will be distributing additional information <br /> to them shortly. She said that Redwood City should take an active role in the National <br /> League of Cities and should communicate on a regular basis with federal state and local <br /> representatives to protect the City's interests. <br /> Mayor Hartnett announced that he had appointed Councilwoman Buchan to be the <br /> Council's liaison to state and federal legislators, and that she would keep the Council <br /> informed on legislative issues. <br /> MEMO 3/18/97 <br /> B. Councilman Ruskin said he supported Councilwoman Buchan's interest in <br /> communicating the City's opposition to AB 923. <br /> C. Vice Mayor Howard agreed with Councilman Ruskin and expressed her opposition to <br /> AB 923. <br /> Vice Mayor Howard invited everyone to take part in the City's Spring Clean-Up on <br /> Saturday, April 19, 1997, sponsored by the Council's Pride and Beautification Committee. <br /> The Clean-Up begins at 8:30 a.m. with a continental breakfast at the Municipal Services <br /> Building, 1400 Broadway. Clean-ups will occur along E1 Camino Real and the Redwood <br /> City sluices, and tree planting and clean-ups will take place at some Redwood City <br /> schools.
