I II <br /> <br /> 2) Council discussion; <br /> ~ <br /> In response to Council questions, Chief Bolanos said he shared the Council's concerns <br /> regarding maintenance costs, and said all aspects of the System were still being <br /> negotiated. Captain Vermeer described the City Attorney's participation in the <br /> negotiations. <br /> In response to Council questions, Chief Bolanos said his department is working on <br /> grant applications to help fund or modify the current System and to continue to deploy <br /> state of the art technology in the future. <br /> In response to Council questions regarding the difference in the original cost and <br /> current proposed cost, City Attorney Schricker said, "It is safe to say that the <br /> difference in price underscores the fluidity of the negotiation process referred to by the <br /> Chief. Without getting into specific details, our office has not been satisfied with the <br /> responses, for instance, on the questions regarding justification and verification of the <br /> maintenance costs. Those, clearly, before they come back to you with any figure, if <br /> there is to be a figure with respect to maintenance costs, must be verified. We <br /> wouldn't bring it back to you unless we have solid facts which you would feel safe <br /> endorsing. By the same token, the value of the System itself... is in an area of <br /> negotiations. Valuation is an interesting art, because you can talk in terms of book <br /> value, replacement value and speak in terms of monopolistic values, and speak in <br /> - terms of other kinds of theories of attaching a value to a system. We're trying to bring <br /> the theory down to reality, and that is part of the negotiation process. I wouldn't say <br /> that $85,000 was a final figure either. In fact, I'm assured it's not." <br /> 3) Public comment; <br /> Mayor Hartnett said that everyone who wanted to address the Council would have <br /> the opportunity to do so. He said that this subject had been before the Council many <br /> times and the Council was fully familiar with the Shotspotter Gunfire Locator System <br /> ITom reports and public comment previously received, and correspondence, pro and <br /> con. <br /> The following people addressed the Council in support of the Shotspotter Gunfire <br /> Locator System, citing the following reasons: Gunfire has dramatically decreased <br /> since the installation ofthe System during trials Phase I and Phase II; the System has <br /> obviously worked as a major deterrent to random gunfire; the quality of life has <br /> improved in the neighborhood and the level of the fear has decreased; the System is <br /> one tool of several that can be used to deter random gunfire and plot future <br /> surveillance; the neighborhood was challenged to find its own solutions, discovered <br /> the System and brought it to the Police and City Council; working together on the <br /> - <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 MARCH 17, 1997 <br /> MINUTES Page No. 201 PAGE 7 <br />
