<br /> II II I ! . II <br /> ¡ <br /> <br /> 4) Council consideration and action: <br /> - <br /> Mayor Hartnett said, "I'd like to thank all those people who came out tonight to <br /> speak. It is obvious that the people who were speaking on the subject, no matter their <br /> views, were both well prepared, well informed and genuinely interested in the <br /> betterment of the quality of life in the entire community, not just in any particular <br /> neighborhood or community in which they live. <br /> "Often as a Council, we have controversial issues wherein the chambers are packed, <br /> the discussion is heated, the passions are aroused, but there is more smoke than there is <br /> objectivity. This is a night where we have the passion, but not the smoke. We have a <br /> genuine commitment by people in the neighborhood to take charge of their <br /> neighborhood in partnership with the City, and in partnership with technology. The <br /> technology that's been presented to us is imperfect, as all technology is. <br /> "This is particularly sensitive for us given that it is the first of its kind, not just in <br /> Redwood City, but in the nation. We have seen that technology married with <br /> community power can make a difference, and the marriage here, by all testimony, is a <br /> successful one. It doesn't come at 'any price.' I heard no speaker say buy it whatever <br /> it costs. I heard almost every speaker say invest in the quality of life. Make a prudent <br /> and reasonable investment, but you are investing in the quality of life, not just in one <br /> neighborhood, but by investing in a neighborhood, we are investing in the entire <br /> - community. <br /> "I cannot see how we could instruct our staff otherwise, to cut the best deal, to come <br /> back to us, if the Council so directs, with a better deal than is on the table, but a good <br /> deal for the citizens and an investment in the quality oflife for the entire community." <br /> Mayor Hartnett asked for a motion to be made and then to be considered. <br /> MIS: CLAIREIRUSKIN TO AUTHORIZE CONTINUED NEGOTIATIONS WITH <br /> TRILON TO PURCHASE THE SHOTSPOTTER GUNSHOT LOCATOR SYSTEM. <br /> Councilman Claire said he had checked with the City Attorney to see if he had a <br /> conflict of interest in this matter since eleven of his family members reside in the target <br /> area, and he was assured he could participate in the discussion and decision. <br /> Councilman Claire said, "I have gone both ways on this. I felt that this System would <br /> not lead to arrests and therefore was useless.
