7.2.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager March 24, 2014 SUBJECT Final Acceptance - Sanitary Sewer Air Release Valve Replacement Project RECOMMENDATION By motion, accept the Sanitary Sewer Air Release Valve Replacement Project and authorize the release of retention according to City procedures. BACKGROUND On July 22, 2013, Council awarded the construction contract for the Sanitary Sewer Air Release Valve Replacement Project. The improvements included the successful replacement of twelve existing and corroded air release valves (ARV's) at various locations on multiple sewer forcemains in the Redwood Shores area and along Seaport Boulevard. Construction started in September 2013 and was substantially completed in early December 2013. Final walkthrough was conducted with Public Works Services staff in January 2014 and no outstanding items were identified. ANALYSIS The contract was awarded for a base bid of $124,900. The project was successfully completed in accordance with the plans and specifications. Change orders were issued totaling $6,612.09. The final contract amount is $131 ,512.09 which is 5.29% more than the initially awarded contract amount. Change orders resulted from additional excavation, backfilling, compaction and restoration work required at two ARV location sites where there was difficulty in locating and exposing the exact locations of the ARV tapping points on the existing 18-inch force main due to inaccurate record drawings. ALTERNATIVES Council may choose not to accept the project and/or authorize the release of retention which would be contrary to the terms of the contract, prior Council action, and the public contracting code. FISCAL IMPACT Sufficient funding for this construction agreement was previously approved as Sewer Fund Capital Projects— Collection System Replacement Program.
