7.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 24, 2014 <br /> SUBJECT <br /> Final Acceptance - Sanitary Sewer Air Release Valve Replacement Project <br /> RECOMMENDATION <br /> By motion, accept the Sanitary Sewer Air Release Valve Replacement Project and <br /> authorize the release of retention according to City procedures. <br /> BACKGROUND <br /> On July 22, 2013, Council awarded the construction contract for the Sanitary Sewer Air <br /> Release Valve Replacement Project. The improvements included the successful <br /> replacement of twelve existing and corroded air release valves (ARV's) at various <br /> locations on multiple sewer forcemains in the Redwood Shores area and along Seaport <br /> Boulevard. <br /> Construction started in September 2013 and was substantially completed in early <br /> December 2013. Final walkthrough was conducted with Public Works Services staff in <br /> January 2014 and no outstanding items were identified. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $124,900. The project was successfully <br /> completed in accordance with the plans and specifications. Change orders were issued <br /> totaling $6,612.09. The final contract amount is $131 ,512.09 which is 5.29% more than <br /> the initially awarded contract amount. Change orders resulted from additional <br /> excavation, backfilling, compaction and restoration work required at two ARV location <br /> sites where there was difficulty in locating and exposing the exact locations of the ARV <br /> tapping points on the existing 18-inch force main due to inaccurate record drawings. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/or authorize the release of retention <br /> which would be contrary to the terms of the contract, prior Council action, and the public <br /> contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction agreement was previously approved as Sewer <br /> Fund Capital Projects— Collection System Replacement Program. <br />
