8.A. - Page 65 <br /> The 2010 General Plan provides in Table H-38 for: <br /> Mixed Use Marina—housing options can include housing within mixed use structures, floating <br /> homes, and live aboard boats. Stand alone residential building development is not permitted. <br /> Mixed Use Waterfront—Mix of uses includes housing and supporting commercial businesses, <br /> hospitality and restaurant uses that attract visitors, and businesses that support marina functions. <br /> Housing options can include structured housing, floating homes, houseboats, and live aboard <br /> boats. <br /> The people now request that the Planning Commission provide the public a full explanation and <br /> documentation regarding the process and decision to accept a change of land use for Pete's <br /> Harbor from MU-Marina to MU-Waterfront for the proposed development. The position of SPH <br /> is that the use of the site is more appropriately classified as MU-Marina land use designation. <br /> SPH has heard from local voters that they feel that this change was done behind closed doors <br /> without sufficient public input and full understanding of the impact of that change, and that the <br /> change projects,to the public, an appearance of being done for special interests rather than for the <br /> good of the people of Redwood City and the general public. <br /> The people reserve the right to research and challenge the history and process for designation of <br /> the site at Pete's Harbor as MU-Waterfront in lieu of MU-Marina, and to challenge whether the <br /> current proposed development meets the requirements for mixed commercial zoning. <br /> Inner Harbor Precise PIan <br /> SPH requests that the City not approve any development projects on properties adjacent to <br /> Redwood Creek or Smith Slough until after the Redwood City Inner Harbor Precise PIan is <br /> completed. An initial kick-off meeting for the Inner Harbor Precise Plan occurred June 25, 2012 <br /> and the map of public record includes Pete's Harbor. SPH believes in fast-tracking that Precise <br /> Plan in lieu of fast-tracking this development. <br /> The people reserve the right to put forth all other arguments based on zoning, land use <br /> designation and City processes respecting the General Plan,Precise Plan(s) and collateral <br /> processes. <br /> Please refer to the statements of Brenda and David Hattery respecting additional detail on policies <br /> and rules regarding high density housing at this location, including proximate facilities and <br /> services, resolved fire equipment access issues and impact on recreational boaters and visiting <br /> cruisers to this spot that matters. <br /> Please refer to statement read and submitted by Faith Reilly regarding timeline for completion of <br /> Precise Plan and filing of this PD. <br /> C. Public Act,Leases - California State Lands Commission("SLC")/Army Corps of <br /> Engineers ("ACE"): <br /> Important input has not been obtained by the California SLC. The SLC is composed of Lieutenant <br /> Governor Gavin Newsom, State Controller John Chang and Finance Director Ana J.Matosantos_ <br /> These three important elected high offices typically send delegates and/or representatives to <br /> routine meetings and have not yet been addressed for their input. <br /> 6 <br />
