The City Has Properly Considered the Project Under the General Plan <br /> Appellant's Position: The General Plan requires the Project to incorporate live- <br /> aboards. (2012 Memorandum, p. 5.) <br /> City's response: As discussed above, the General Plan does not mandate the <br /> incorporation of live-aboards into the Project. Rather, the General Plan <br /> encourages the City to work to develop policies to foster opportunities for all <br /> types of housing, which the City is doing. <br /> Appellant's Position: The General Plan land use designation should be Mixed- <br /> Use Marina. (2012 Memorandum, p. 6.) <br /> City's response: As discussed above, the General Plan land use designation is <br /> Mixed-Use Waterfront. The Mixed-Use Waterfront land use designation was <br /> incorporated into the 2010 General Plan, after substantial input from the public, <br /> City staff, and City policymakers, over a nearly three year period.' This Appeal is <br /> not a proper vehicle for Appellant to seek Council action on an amendment to the <br /> General Plan. <br /> Moreover, the General Plan notes that the zoning is CG-R [General Commercial <br /> and Residential]. The subject Land Use Designation and Zoning authorize high <br /> density, multi-family housing for up to 412 dwelling units and a building maximum <br /> height of up to 75 feet. (General Plan, p. H-119; see also Appendix B, Table AB <br /> 1.1, p. B-1-5; see also 10/30/12 Planning Commission Report, pp. 9, 13.) <br /> Appellant's Position: The City should stop the Project until the Inner Harbor <br /> Precise Plan is completed. (2012 Memorandum, p. 6.) <br /> City's response: Staff assumes that the Appellant is referring to the "Inner Harbor <br /> Specific Plan" process (not "Precise" Plan).
