-8.A. - Page 92
rccrukT
To the Redwood City Planning Commission
From Planning Staff
February 4, 2014
SUBJECT
Pete's Harbor, 1 Uccelli Boulevard: Planned Development Permit, Vesting Tentative
Maps, Condominium Permit, and Addendum to the Marina Shores Village
Environmental Impact Report (Addendum No. 2) for the development of a 411 multi-
family residential project, commercial marina, and various private and public amenities.
RECOMMENDATION
1. Hold a Public Hearing, and
2. Adopt a Resolution approving a Planned Development (PD) Permit, including parking
modifications, a Vesting Tentative Map, and Condominium Permit based on the
findings and subject to the conditions of approval contained therein upon consideration
of Addendum No. 2 to the 2003 certified Marina Shores Village Environmental Impact
Report (2003 EIR).
BACKGROUND
Project Overview:
The City has received a revised application from RWC Harbor Communities, LLC for
Pete's Harbor, a proposed 411 multi-family residential project and commercial marina
on a 13.85 acre previously developed site (see Attachment 1 and Attachment 2 for the
Planned Development Permit and Vesting Tentative Map applications). Recent updates
to the application are a result in part from discussions with the Bay Conservation and
Development Commission (BCDC), the State Lands Commissions (SLC) and
community workshops.
The project site is located on the north side of U.S. Highway 101 between Bair Island
Road and Redwood Creek. Previous uses on the site and immediate vicinity included a
restaurant, commercial marina (in both the outer harbor and inner harbor), various
storage buildings, light manufacturing, a single-family residence and paved parking lots.
In late 2012 and 2013, the current property owner decommissioned the commercial
marina and removed the improvements associated with the outer marina. In July 2013,
the Applicant reduced the project area to exclude the area formerly occupied by the
outer marina and revised the project description. As such, the proposed project includes
the following land uses: 411 multi-family residential units and associated parking, a
clubhouse (this building would include a harbormaster's office), a community pool,
walkways, public open space, amenity and trail areas along Smith Slough, and a
commercial marina with 45-65 boat slips in the inner marina area (the inner marina will
be reconfigured to provide a modernized marina built to current marina standards
including compliance with ADA (Americans with Disabilities Act) requirements, as well
as a hand rowed boat launch). The proposed plans also include the off-site installation
of a new 460 linear foot long bicycle and pedestrian trail connection on the west side of
Uccelli Boulevard that would link the on-site public trails to the Bair Island Bridge and
areas to the south of the site.
