BE-64 Policy BE-3.3: Require new development to provide engaging, well- <br /> landscaped outdoor spaces that invite and support outdoor activities <br /> for residents, especially areas viewed or accessible by the public. <br /> As described above, the applicant has worked with the BCDC and City <br /> Staff to create a network of trails and amenities along the waterfront <br /> that connect to the emerging trail network in this area. This includes a <br /> spur of the Bay Trail, complete with overlooks, a promenade, parking, <br /> a hand boat launch, and other public amenities. In addition, the <br /> applicant will be retaining and/or salvaging existing vegetation <br /> (primarily the Phoenix canariensis, or Date Palms) to the extent <br /> possible on the site. <br /> Pg. BE-64 Policy BE-3.6: Minimize the street presence and visibility of parking <br /> facilities from public streets and neighboring properties. <br /> Views of parking areas and lanes are minimized from neighboring <br /> properties and water areas due to the following design features: <br /> • The use of a generous waterfront promenade (100' average <br /> width), with landscaping and trail amenities along the water's <br /> edge. The ten-plex buildings are setback from the water, and <br /> parking is tucked under and behind buildings so that off-site <br /> views from water areas of parking are obscured. <br /> • The use of the "Wrap" building that "wraps around" a 6% story <br /> parking structure to hide any views of parking. In particular <br /> views are completely obscured from the adjacent Bair Island <br /> Villas property to the south. <br /> Pg. BE-66 Policy BE-9.2: Prohibit gated streets in any new Master Planned <br /> Neighborhoods, and review carefully any proposal to provide gates in <br /> already constructed neighborhoods, with the goal of providing for <br /> connectivity and integration into surrounding areas. <br /> There are no gates proposed for the project with the exception of an <br /> internal gate within the parking structure. In addition, the applicant has <br /> worked with BCDC and City staff to connect the site to the existing and <br /> emerging off-site trail network to provide for increased connectivity and <br /> integration into the surrounding neighborhood. <br /> Pg. BE-64 Policy BE-9.3: Require a variety of homes within any new residential <br /> master planned development, with the goal of establishing new <br /> opportunities for persons of varied income ranges, ages, lifestyles, and <br /> family needs. <br /> The project offers a variety of unit types, ranging from studio units to <br /> three-bedroom units with the majority (approximately 2/3rds) being <br /> one-bedroom units.
