PROPOSED PROJECT CHANGES <br /> 2.1 CURRENT PETE'S HARBOR RESIDENTIAL COMMUNITY PROJECT <br /> The Pete's Harbor project site is located on the northern edge of Redwood City on the San <br /> Francisco Bay side of U.S. Highway 101 (the Bayshore Freeway). The project location is <br /> illustrated on Figures 2.1 and 2.2. <br /> The current Pete's Harbor project application (Planned Development Permit Submittal) and <br /> subsequent clarifications describe a proposed mixed use development that would be confined to <br /> the 13.85-acre Pete's Harbor portion of the previous 46.45-acre Marina Shores Village (2003 <br /> EIR project) site. The current Pete's Harbor project application does not include the <br /> approximately 33.24-acre Peninsula Marina portion of the 2003 EIR project site.1 <br /> Figure 2.3 illustrates the overall site plan for the 2003 EIR project, including the 2003 EIR <br /> project building heights. Figure 2.4 illustrates the site plan for the Peter's Harbor portion of the <br /> 2003 EIR project. <br /> In June 2004, the City approved a General Plan Amendment and Precise Plan rezoning <br /> permitting a variation of the 2003 EIR proposed project, including 1,930 housing units, 50,000 <br /> square feet of commercial space (local-serving retail and restaurant), 150,000 square feet of <br /> office space, and a 200-room hotel, with a maximum building height of 20 stories (240 feet). <br /> Subsequently, a local voter referendum, Measure "Q," was passed that repealed the City's 2004 <br /> Precise Plan rezoning approval. The referendum cited a range of environmental and other <br /> concerns about the 2004 project, including issues of building height, density, traffic, estuarine fill <br /> (marinas), and public access to the waterfront. Passage of the referendum resulted in a return <br /> of the two project properties to their previous zoning designations. The Peninsula Marina <br /> property reverted back to its General Commercial (CG) zoning designation; the Pete's Harbor <br /> property reverted back to its General Commercial-Combined Residential(CG-R) zoning <br /> designation. <br /> In December 2007, the City approved an Addendum to the 2003 Marina Shores Village EIR for <br /> the Peninsula Park project (2007 Addendum), which evaluated a reduced project that proposed <br /> new development only on the Peninsula Marina property. In addition to the proposed Peninsula <br /> Park, the Addendum evaluated the environmental impacts of future, cumulative development in <br /> the project vicinity, including a projected 412 multifamily residential units that might eventually <br /> be developed on the Pete's Harbor property, consistent with its then-current General Plan <br /> designation of General Commercial-Combined Commercial and zoning designation of General <br /> Commercial-Combined Residential(CG-R). The new Redwood City General Plan adopted in <br /> 'The Marina Shores Village EIR identified the Pete's Harbor property as 13.21 acres while this <br /> Addendum lists 13.85 acres. The properties are identical; this Addendum incorporates the 0.60-acre <br /> access easement through the property that was calculated separately for the 2003 EIR, plus a recent <br /> recalculation that resulted in a +0.04 acre to the total site area. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 212(10695-01).doc <br />
