7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 24, 2014 <br /> SUBJECT <br /> The Long-Term Trash Load Reduction Plan <br /> RECOMMENDATION <br /> By motion, accept this informational report regarding the Long-Term Trash Load <br /> Reduction Plan submitted as required by provision C.10.c of the Municipal Regional <br /> Stormwater Permit. <br /> BACKGROUND <br /> The City's stormwater discharge system is regulated under the Municipal Regional <br /> Stormwater National Pollutant Discharge Elimination System Permit (Stormwater <br /> Permit) issued by the San Francisco Bay Regional Water Quality Control Board (Water <br /> Board). The Stormwater Permit specifies actions necessary to reduce the discharge of <br /> pollutants into the municipal stormwater discharge system to protect local creeks and <br /> the Bay. <br /> In October 2009, Water Board issued more stringent regulation of trash as a pollutant <br /> under the Federal Clean Water Act. The regulation requires Phase I communities in the <br /> San Francisco Bay, including Redwood City and 75 other municipalities and agencies, <br /> to submit a "Long Term Trash Load Reduction Plan" by February 1, 2014 that details <br /> how each agency intends to control trash from entering local waterways. The Plan was <br /> sent to the Regional Board in accord with the required schedule. The report before <br /> Council is informational as to the goals of the Plan. <br /> The Long-Term Plan describes current and future trash control measures that may be <br /> implemented to achieve a target of 70 percent reduction in trash discharges from the <br /> City's stormwater system by 2017, and 100 percent reduction by 2022. <br /> ANALYSIS <br /> Under the provisions of the permit, the City is required to submit the Long-Term Plan. A <br /> Notice of Violation would be issued for non-compliance with this provision and <br /> continued violation could lead to civil penalties. <br /> The goal of the Long-Term Plan is to reduce and/or eliminate trash being discharged <br /> from the City's storm drain system.
