MIG F 8.A. - Page 271 <br /> City of Redwood City Revised Elm Huaenaurn <br /> January 22, 2014 Page 3-30 <br /> • Eastbound SR 84, Willow Road to University Avenue and University Avenue to the County <br /> line segments--PM peak hour (Impact 7-6). <br /> The associated 2003 EIR mitigation program included a combination of physical roadway <br /> improvements plus implementation of a project-specific Transportation Demand Management <br /> (TDM) program. Due to various identified physical constraints (e.g., right-of-way limitations) and <br /> other feasibility factors (some mitigations were considered beyond the scope of a single <br /> development project), full mitigation of the roadway system operational impacts listed above to <br /> less-than-significant levels was determined in the 2003 EIR to be infeasible; therefore, the <br /> project traffic impacts listed above (Impacts 7-1 through 7-6) were determined to be significant <br /> and unavoidable. <br /> Traffic generated by the current Pete's Harbor project plus the One Marina project "project <br /> condition"1 would not result in any of the significant impacts identified above (Impacts 7-1 <br /> through 7-6)for the 2003 EIR "project condition." All of these 2003 EIR-identified "project <br /> condition" impacts would be reduced to a less-than-significant level under the current "project <br /> condition." <br /> Conclusion. Mitigations 7-1 through 7-6 are no longer required. All these impacts would be <br /> less-than-significant. <br /> Impacts 7-7 through 7-10 Analysis: Project Impacts on Transit Accessibility, Pedestrian <br /> Accessibility, Bicycle Accessibility, and Emergency Access. The 2003 EIR also identified <br /> significant impacts resulting from the 2003 project on the following: <br /> • Transit accessibility (Impact 7-7); <br /> • Pedestrian accessibility (Impact 7-8); <br /> • Bicycle accessibility (Impact 7-9); and <br /> • Project emergency access (Impact 7-10). <br /> In order to reduce the above identified impacts to less-than-significant levels, the 2003 EIR <br /> recommended incorporation into the project of a bus turnaround (for Impact 7-7), adequate <br /> pedestrian sidewalks and paths (for Impact 7-8), and adequate bicycle facilities (for Impact 7-9), <br /> and the extension of Blomquist Street over Redwood Creek to the East Bayshore Road/Bair <br /> Island Road intersection, which was partially funded at the time (for Impact 7-10). <br /> Conclusion. Mitigations 7-7 through 7-9 are no longer required because either: (1) the One <br /> Marina project currently under construction will implement the mitigations as applicable to its <br /> property (Mitigations 7-7 through 7-9), and (2) the current Pete's Harbor project has <br /> incorporated the applicable components into its plans (Mitigations 7-8 and 7-9). Mitigation 7-10 <br /> (Blomquist Street Extension) is no longer required for emergency access because combined <br /> 'The "project condition" is defined as roadway system operational conditions under Background <br /> Conditions (i.e., existing traffic plus traffic from recently approved or currently under-construction new <br /> developments) plus traffic from the proposed project.
