Therefore, even though the current project would generate substantially <br /> fewer peak-hour trips than the 2003 EIR project, the number still would exceed 100, and <br /> therefore a TDM program per adopted C/CAG guidelines would still be required. <br /> Conclusion. Modified impact and mitigation. The updated 2004 C/CAG guidelines supersede <br /> the previously applicable 1999 guidelines. The impact and mitigation as modified for Impact 7- <br /> 11, establishment of a TDM program to C/CAG and City satisfaction, remain applicable to the <br /> current Pete's Harbor project and remain sufficient to reduce this impact to a less-than- <br /> significant level. <br /> Impacts 7-12 through 7-14 Analysis: Project Impacts on Driveway Safety, Internal <br /> Circulation, and Parking. The 2003 EIR identified potentially significant impacts associated <br /> with the following: <br /> • Driveway safety (Impact 7-12); <br /> • Internal circulation (Impact 7-13); and <br /> • Potentially inadequate project parking provisions (Impact 7-14). <br /> The associated 2003 EIR mitigations described specific driveway and internal circulation design <br /> criteria (e.g., site distances, internal roadway dimensions) and specific parking provision and <br /> parking management measures (e.g., a Parking Management Program), all subject to City <br /> review and approval, that would reduce these impacts to less-than-significant levels. <br /> Neither the 2003 project nor the current Pete's Harbor project would meet Redwood City Zoning <br /> Ordinance (Article 30) on-site parking requirements. Under Article 30 parking requirements, the <br /> 2003 project would have required at least 5,427 parking spaces while providing 5,120 spaces, a <br /> shortage of 307 spaces. The current project would require at least 958 on-site vehicle parking <br /> spaces;' the current project proposes 883 vehicle spaces, a shortage of 75 spaces. The <br /> applicant has submitted two parking modification requests per Article 46.7.A.6 and Article 30 of <br /> the Redwood City Zoning Ordinance, along with a Parking Management Plan, for City review. <br /> Conclusion. Modified Impact and Mitigation 7-12: (1) references to "Bair Island Road" have <br /> been changed to "Uccelli Boulevard" because the roadway's name changes along the current <br /> project's west boundary; (2) references to driveway alignment have been removed because the <br /> current project does not have any existing driveways on Uccelli Boulevard opposite the site; and <br /> (3) references to plural "driveways" have been changed to the singular"driveway" because the <br /> current project proposes only one driveway off Uccelli Boulevard. <br /> Modified Impact 7-13: (1) the reference to "between Bair Island Road and the southern reaches <br /> of the site" has been removed because this area is no longer part of the current project site. <br /> Mitigation 7-13 remains the same. <br /> Modified Impact and Mitigation 7-14: (1) the numbers of required and proposed parking spaces <br /> have been updated to reflect the current, reduced project; (2)the requested parking <br /> 1[411 units x 2/du for residents] + [411 units x 0.25/du for visitors] + [up to 65 slips x 0.5/slip] = 958 <br /> required vehicle spaces. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
