8.A. - Page 309
SB 221 is similar in many respects to SB 610. However, it applies only to residential
projects of 500 units or more and requires the land use planning agency to include as a
condition of approval of a tentative map, parcel map or development agreement a
requirement that "sufficient water supply" be available. Proof of a sufficient water supply
must be based on a written verification from the public water system that will serve the
development.
Although the Pete's Harbor Apartment Community Project does not trigger a WSA as it is
less than 500 dwelling units, it will add significant new water demands to the City's water
and recycled water systems. This new water demand, however, is factored into Redwood
City's 2010 Urban Water Management Plan. The Plan estimates that about 1,870 new
multiple family dwelling will be added to the City every five years from 2010 out to 2030 (a
total of 7,479 units). The proposed Pete's Harbor project is well within expected bounds.
