City of RE 7.1.D. - Page 28 <br /> 3.2 Current and Planned Trash Control Measures <br /> The City of Redwood City has taken an aggressive approach to trash reduction and has <br /> implemented a variety of trash control measures to reduce trash loads throughout the City.As <br /> illustrated in Figure 6,there are six(6) trash management areas (TMA)within the City limits.The <br /> discussion of each TMA and associated current and planned control measures are described in <br /> more detail in this section. <br /> 3.2.1 Jurisdiction-wide Control Measures <br /> To reduce trash loads within the City,the following control measures are being implemented or are <br /> planned to be implemented at the jurisdiction-wide level: <br /> ►SINGLE-USE CARRYOUT BAG POLICIES <br /> Implemented Prior to and Continued After MRP Effective Date: <br /> • Prior to the effective date of the MRP,the City did not have single-use carryout bag policies <br /> restricting the use of single-use carry-out bags by retailers. <br /> Implemented after MRP Effective Date and Prior to July 1, 2014: <br /> • In March 2013,the City Council added Article III (Reusable Bags)to Chapter 13 <br /> (Environmental Health Code) of the Redwood City Municipal Code.The ordinance restricts <br /> the use of single-use carry-out bags by retailers,including grocery stores,convenience <br /> stores,pharmacies and other shops. It does not apply to single-use carry-out bags used for <br /> restaurant food take-outs or for produce,meats,bulk foods and prescription medicines. If <br /> retail customers do not bring a reusable bag,the retailer will charge a fee of 10 <br /> cents/paper bag until January 1, 2015.After this date,a fee of 25 cents/per paper bag may <br /> apply. Consumers using reusable bags are encouraged to practice"healthy bag habits"that <br /> include washing reusable bags regularly to remove bacteria and other potential food <br /> contaminants. Prior to the adoption of the Reusable Bag Ordinance by the City Council,the <br /> City held informational meetings with businesses and residents and received generally <br /> positive feedback.The County of San Mateo Bag Ordinance was adopted by reference and <br /> became effective on October 1, 2013. <br /> • The County of San Mateo Environmental Health Division enforces the Reusable Bag <br /> Ordinance within the jurisdiction of the City.To date,San Mateo County Environmental <br /> Health Division staff has not provided a status result of any enforcement activities.The City <br /> will work with the County Environmental Health Division to obtain enforcement <br /> information. Additional information about the Countywide Bag Ban is available on the San <br /> Mateo County website at www.smchealth.org/ban. Article III to Chapter 13 of the <br /> Redwood City Municipal Code is available on-line at <br /> http://library.municode.com/index.aspx?clientld=16574. <br /> Planned for Future Implementation between July 2014 and July 2022: <br /> • The City will continue supporting Article III (Reusable Bags) to Chapter 13 of the Redwood <br /> City Municipal Code. <br /> 20 <br />
