City of RE 7.1.D. - Page 34 <br /> cigarette butt bins within a limited number of locations that generate large volumes of <br /> cigarette butts. <br /> Implemented after MRP Effective Date and Prior to July 1, 2014: <br /> • The number of public trash bins is adequate to manage the volume of trash generated by <br /> pedestrians within the downtown area and other locations within the City.Therefore,the <br /> City did not add additional public trash bins during this time period. <br /> • The City continued working with Recology during this time period to identify businesses <br /> and residents that do not subscribe to adequate trash collection service. Businesses and <br /> residents that were identified to not have adequate trash collection service were contacted <br /> to start or enhance service. <br /> • To help reduce cigarette butt litter,the City has installed specialty cigarette butt bins in a <br /> limited number of locations within the downtown area and at City-owned facilities within <br /> the time period.To date,the City has installed approximately 20 specialty cigarette butt <br /> bins.The City is responsible for maintaining specialty cigarette butt bins. <br /> Planned for Future Implementation between July 2014 and July 2022: <br /> • The City currently does not plan to add additional public trash bins during this time period. <br /> However,they are receptive to adding additional public trash bins in the future based on <br /> need. <br /> • The City will continue working with Recology in the future to identify businesses and <br /> residents that do not subscribe to adequate trash collection service. Businesses and <br /> residents that are identified to not have adequate trash collection service will be contacted <br /> to start or enhance service. <br /> • The City plans to evaluate the following for potential implementation.A decision regarding <br /> implementation will be made by July 1,2017.To remedy cigarette butt litter,the City will <br /> consider the development of an ordinance that requires specific types of businesses to <br /> provide specialty cigarette butt bins for the proper disposal of cigarette butt litter. Each <br /> business would be responsible for maintaining their specialty cigarette butt bins.The City <br /> would be responsible for enforcing non-compliance with installation and maintenance. <br /> Affected businesses would be required to install specialty cigarette butt bins by July 1, <br /> 2019 if a decision is made to require such bins. <br /> 26 <br />
