<br /> I I II I E III <br /> I' <br /> In response to Councilman Leipzig's questions, Human Resources Director Rivera-Pena <br /> said this classification supersedes the Redevelopment Agency Housing and Economic <br /> - Development Specialist III, a funded position, which is currently vacant. She explained <br /> that staff believed new specifications were needed to attract a specialist in sales and <br /> marketing, and advised that the new position would be funded with those funds set aside in <br /> the budget for the old position. <br /> In response to Councilman Leipzig's questions, City Manager Everett and Director <br /> Rivera-Pena said that Council approves all salary plans, even those of the Redevelopment <br /> Agency, and that this new position would report to the Manager of Planning and <br /> Redevelopment, Michael Church. <br /> Councilman Leipzig said, "I think... the money could be better spent. I don't think we <br /> need to add staff. We need to encourage the private sector. This is not the way to go." <br /> Councilman Leipzig suggested that the Chamber of Commerce would be a more <br /> appropriate organization to support an Economic Development Coordinator. <br /> In response to Councilman Ruskin's concerns, City Manager Everett said that the <br /> proposed job specifications would not be used in recruiting materials, but state law <br /> dictated that certain information be included in all public documents including approved <br /> job descriptions. City Manager Everett acknowledged Councilman Ruskin's contention <br /> that a special recruitment program needed to be employed in this case to attract the unique, <br /> ~ sales oriented, marketing expert and public relations specialist needed to fill this position. <br /> Councilman Ruskin asked that the Council Economic Development Committee have <br /> input into developing the advertising recruitment materials and process. He added that the <br /> success of the program will largely depend on the new Economic Development <br /> Coordinator, and it was absolutely imperative that he/she be a superb sales person with <br /> effective marketing experience. Councilman Ruskin pointed out that this type of sales and <br /> public relations position is out of the norm for governmental entities, and suggested that <br /> the recruitment process reach out to the private sector and experienced sales and marketing <br /> people. <br /> MEMO 3/25/97 <br /> Councilwoman La Berge, retired Communications Coordinator of the San Mateo <br /> Community College System, agreed with Councilman Ruskin that an effective recruitment <br /> process needed input ITom business people and PR and marketing people, and was vital to <br /> attracting top notch sales and marketing people to this new government position. <br /> 1) MIS: RUSKINIBUCHAN.
