03/24/2014 the City Council pursuant to a resolution at the time it approves a sale or other disposition of the Land; b. To control the development of the land in order to serve the interests of the City; or c. To control the development of the land in order to serve the common benefit which may include but is not limited to stimulating the growth and development of the City; to make Land available for affordable housing; to make Land available for a better or more compatible use; to diminish blight or redevelop an area; to sell the Land in order to increase City revenues; or to use the Land to accomplish an implementation of a General Plan objective, goal or policy. Section 3. The remainder of Article V (2.43 — 2.52) of the Municipal Code is reserved. Section 4. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this Ordinance, or its application to any person or circumstance, is for any reason held to be invalid or unenforceable, such invalidity or unenforceability shall not affect the validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases of this Ordinance, or its application to any other person or circumstance. The City Council of the City of Redwood City hereby declares that it would have adopted each section, subsection, subdivision, paragraph, sentence, clause or phrase hereof, irrespective of the fact that any one or more other sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases hereof is declared invalid or unenforceable. Section 5.
