Susie Peyton, 3691 Brandy Rock Way, referred to Consent Calendar Item 2.J., <br /> appropriating funds for park improvements in Stulsaft and Stafford Park Playgrounds, and <br /> thanked the Council for responding so quickly to her request made at the November 18, <br /> 1996 Council meeting. Mrs. Peyton said she had been in contact with Parks, Recreation <br /> and Community Services Director Griffiths about the planned improvements and <br /> volunteered to be on the Planning Committee. <br /> MEMO 4/8/97 <br /> C. Cathy Cosgrove, 128 F Street, described the five meetings she and her Centennial <br /> Neighbors had attended regarding the proposed development on the Circle Star Theatre site. <br /> She described the revisions made by the developers in response to neighborhood concerns, <br /> and said there were still unresolved issues, such as traffic and visual impacts to be <br /> considered. Mrs. Cosgrove said she wanted the agreed upon revisions to be in writing and <br /> asked Council to require all mitigations and revisions to be a part of the written <br /> Development Agreement. She distributed the letter she had read to the Council, on file in <br /> the City Clerk Department. <br /> Mayor Hartnett commended Mrs. Cosgrove and her neighbors for their involvement in the <br /> process and advised that the City had hired its own traffic consultant to provide information <br /> about impacts and mitigations. He added that any necessary mitigations would be funded <br /> by the developer or the City of San Carlos. Mayor Hartnett advised that Council had <br /> directed City staff to stay involved in this development process. <br /> In response to Council questions, City Manager Everett advised that before the City <br /> agrees to the Development Agreement it will have to include all the revisions described by <br /> Mrs. Cosgrove as well as any mitigations the City might require. He said timelines have <br /> not been developed as of yet, but the Council would be kept informed. <br /> MEMO 4/8/97 <br /> Councilwoman La Berge also commended Mrs. Cosgrove and the Centennial <br /> Neighborhood Association for their involvement and work with the developers in a real <br /> community effort to resolve important development issues, and said their activities were <br /> wonderful, positive models for other Neighborhood Associations in Redwood City. <br /> Councilman Ruskin requested that the Council receive all draft copies of the proposed <br /> Development Agreement throughout the process. <br /> MEMO 4/8/97 <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 APRIL 7,1997 <br /> MINUTES Page No. 224 PAGE 2 <br />
