He agreed that the Council needed to be involved. He advised that the state of <br /> - California had mandated that all cities provide a certain amount of low income housing, and <br /> the Woodside City Council did not really want to build its required low income housing on <br /> the proposed surplus land, but needed to abide by the state mandate. Councilman Leipzig <br /> said he had discussed using any avenue, such as water, access or sewer rights, to impact <br /> decisions in that area.
