<br /> Councilman Claire addressed Mr. Murphy's concerns which he shared. "In the <br /> development I bought into about five years ago, the inftastructure was put in by the <br /> developer, and in the price of that house, was that inITastructure. I paid up ITont for it. The <br /> GID 1-64 was an installment plan for inftastructure so housing prices and property prices <br /> in Redwood Shores would not be as enormous as they might be otherwise. I am somewhat <br /> concerned that there are people in our community who still think the bond repayment is a <br /> tax. I'm not saying Mr. Murphy does, I know he knows better. There have been some <br /> articles written in the Pilot, and conversations that I have had with Redwood Shores <br /> residents, that they seem to think it is a tax. It bothers me, because it is not a tax, it is what <br /> they would have had to pay for their house up ITont for the inftastructure that went it." <br /> Councilman Claire recommended a full discussion of the GID 1-64 at a future meeting. <br /> He said that in 1982 or 1983 the Council put a cap on those bonds, so the homeowners in <br /> Redwood Shores would no longer be burdened with the prospect of more bonds being sold <br /> to pay for additional inITastructure. Councilman Claire said there was a vote taken and the <br /> majority of Redwood City voters said they did not want the South Shores Project brought <br /> forth. He said the Redwood Shores Homeowners Association also expressed that same <br /> sentiment. He added that if the vote were taken today, he doubted that the decision would <br /> be reversed. Councilman Claire said that today there is more interest in traffic problems, <br /> not housing any longer. He said that there are many people in the community who <br /> perceive that more development would worsen the traffic and crime problems. <br /> Councilman Claire said he would support the resolution, that it clearly stated the Council <br /> was concerned about access to the Redwood Shores Neighborhood over a connector road <br /> provided at a reasonable cost. <br /> ITERATION OF THE MOTION: <br /> MIS: LA BERGEIBUCHAN.
