Councilman Claire said, "The problem is it is a fairly complex financial package, and the software that is out there, while I think we have a very good staff, MIS, the software that is out there is very diverse... KPMG can come in and zero in. We are talking about people who are really expert in financial packages. They can save us immense staff time that we would have to devote to this internally to really focus on the needs of this City. .. Our staff is stretched now. We have the same number of employees that we had in 1978. Same number of employees and our population is at least one third or more larger, and we are stretched there now. We don't need to wait. We need to act on it now. Bring in someone who really has a great deal of expertise in this area, let them go to work on it and make some recommendations. The private sector does this all the time." Councilman Claire said the City did not have the staff time to do the thorough analysis needed for such a complex matter.
