So, I'm in concurrence with Council Member Claire's... nod, <br /> because I am pretty sure it should go back to the Planning Commission." <br /> In response to Councilman Ruskin's questions, City Attorney Schricker said, "I <br /> recommend that you continue with the matter as it has been advertised for public <br /> hearing and is before you now, which is the 26-unit development. You may take into <br /> consideration at arriving at a conclusion following all the testimony, a proposal for the <br /> 24-unit development, but you would not be able to approve the 24-unit development <br /> because you do not have the necessary Tentative Map submitted to you for that <br /> purpose." City Attorney Schricker said if the Council wanted to approve the 24-unit <br /> development it should "remand the matter to the Planning Commission." <br /> Mayor Hartnett called upon the appellants. <br /> Martin Kampf, 2234 Roosevelt, appellant, said staff had advised that appellants could <br /> speak to all the issues, not just those cited in their appeals. He said, "On behalf of the <br /> Roosevelt Neighborhood Association and Mr. Harry Happ, Chairman, I would like to <br /> read a letter to the Mayor and City Council. "The Roosevelt Neighborhood <br /> Association is opposed to the ruling of the Planning Commission regarding its <br /> approval of 26 homes on the site of the former Petrini's market. The site surrounded <br /> by Key market, Roosevelt School, Schaberg Library, Grace Bible Church and Shell <br /> Service Station. None of these facilities have sufficient on street parking necessitating <br /> employees, customers and visitors to park on the street. The school presents a real <br /> problem because the teachers park along Euclid Avenue and in addition there are many <br /> activities such as Little League Baseball and soccer which further complicate the <br /> problems. We feel it is the responsibility of the City to alleviate the many street <br /> parking problems. The proposed development does not offer sufficient on street <br /> parking other than the double car garages which is doubtful that two cars can be parked <br /> in each garage. Another major problem is the adjacent Shell Station which is a 24- <br /> hour service facility. Gasoline spills and air pollution ITom the smog tends to further <br /> add to the problem with these units. The Fire Department should be consulted with a <br /> plan for a safe evacuation if a major fire should occur. We have formed an ad hoc <br /> committee which has had several meetings with Scott Ward of Classic Communities to <br /> try and reach a reasonable solution. They have been more cooperative than your <br /> Planning Commission. Mr. Martin Kampf has been appointed to speak for our <br /> Association and we trust his concerns will not fall on deaf ears." <br /> Mr. Kampf said, "As for the number of people who show up for these meetings, the <br /> number dwindled at the Planning Commission meetings because the public felt they <br /> weren't heard. As you can see behind me the house is packed and that is because <br /> people are concerned and they understand that this body is the one that's really going <br /> to decide this issue.
