But you can do that and still vote for an EIR." <br /> Mayor Hartnett said, "I intend to support the motion to deny the appeal. On a technical <br /> basis the Environmental Assessment is correct, for the reasons Councilman Claire pointed <br /> out. The issues that were appealed are very important issues. It was important that those <br /> issues were brought up during the planning process and the Planning Commission, and <br /> that they be addressed by the Commission and staff. And as a matter of law they were <br /> addressed appropriately. In supporting the motion to deny the appeal, doesn't mean for me <br /> that the General Plan Land Use Designation ought to be changed, as requested. That is a <br /> separate motion, and I will be voting differently on that.... He <br /> said the "guiding light" for land use decisions is the General Plan, and he had researched <br /> the General Plan as background for his decision in the current matter. Councilman Claire <br /> said the General Plan had been prepared over several years with a lot of input from <br /> residents of Redwood City. He showed a map of Redwood City outlining the zoning <br /> designations in the City and specifically the area under consideration. He said, "the <br /> wisdom of other Planning Commissioners... was that that pToperty would be kept as <br /> - commercial.
