<br /> Mayor Hartnett thanked former Foster City Council Member Chinn for his offer of <br /> assistance. Mayor Hartnett advised that Councilman Leipzig was the City's representative <br /> to the Airport/Roundtable, and also advised that the City had only received a few calls <br /> regarding noise ITom San Francisco Airport over the past several years. <br /> B. Don Frohlich, 491 Topaz, told Council Members he thought they "were a little too eager <br /> to close the public hearing" on 2150 Roosevelt held last Monday night as it reached the <br /> 11 :00 p.m. hour; and, after the last speaker's card had been announced, he did not hear the <br /> Mayor ask if there were any other speakers. He said there should have been a detailed map <br /> projected. Mr. FroWich asked if there would be another public hearing to allow the public <br /> to critique the planned development proposal. <br /> C. Manuel Sotomayor, 12 Riviera Circle, said "in reading the draft Minutes of last week's <br /> meeting, I noticed something that wasn't quite accurate. It stated that I had requested that <br /> you hold a community meeting. That was not quite what I meant. To clarify, that is my <br /> purpose here. (He distributed a letter/report to the Council which is on file in the City <br /> Clerk Department.)... In the course of dialog on this issue of a connector road and a need <br /> as an emergency access in the event of a catastrophic event, I have learned and added to <br /> my understanding of the problem better. I have come to the conclusion that the only thing <br /> the community should ask at this time, is that Number 1, you evaluate the need as some of <br /> us perceive it, to see whether or not it's a valid need. So that you can take a sensible <br /> course of action based on that. But in order to do that, maybe a community informational <br /> meeting could be a step in that process of evaluation. . .. As I view the responsibilities of <br /> the City Council, it is to perceive the things that are good and bad about the situation of its <br /> constituency. In our case, some of us believe that the lack of an adequate emergency <br /> access and egress road is very significant. Not everyone is agreed on this, and therefore, <br /> some effort should be going to find out what the state of mind is of that community, and <br /> I'm not talking only about the residential community, I'm talking about the business <br /> community.... I'm going to promote a community meeting at which all voices that are <br /> relevant to the issue can be heard. I would hope that... some of you members might <br /> participate, as well as City staff, and all of the interested residents and those who are <br /> representing the business community can also participate... I hope something can get <br /> moving on this." <br /> D. Councilman Leipzig commented on Mr. Frohlich's statement regarding closing the public <br /> hearing at last Monday's Council meeting shortly after 11:00 p.m. (Council must vote <br /> unanimously to extend the meeting past 11 :00 p.m.) rather than extending the meeting or <br /> public hearing: "I am generally the one that does that, and there is a good reason for it. <br /> By 10 or 11 o'clock at night after most of us put in a good 10 or 12 hour day, we are not <br /> too sharp up here. That's the reality of it. I have no intention ever of preventing anyone <br /> from speaking at a public hearing, or any Council Meeting, who wants to speak on an <br /> issue. That is not my goal. If we would have had to carry the public hearing over to <br /> tonight, I would have been happy with that....
