STAFF REPORTS <br /> A. APPEALS - 2150 Roosevelt, the old Petrini Market site, Appeals of Planning <br /> Commission approvals of proposed 26-unit single family medium density development, <br /> and proposed General Plan amendments and zoning changes, as detailed below - Subject <br /> continued ITom May 5,1997 (603); <br /> LOCATION: 2150 Roosevelt Avenue; Lots 3, 4, 5, 6 and 13 of Block 9, Redwood <br /> Terrace No.4; APN 058-392-020; "CN" (Neighborhood Commercial) District; <br /> City Council held COMBINED PUBLIC HEARINGS on the above mentioned <br /> appeals and proposed General Plan and zoning changes on May 5, 1997, heard all <br /> sworn testimony, and closed the public hearings. Council action was deferred to this <br /> regular Council meeting of May 12, 1997. <br /> The appeals are as follows: <br /> APPEALS NO.1 and 2: Appeals by Martin Kampf and Melanie Thompson of the <br /> Planning Commission's decision to certify the Environmental Assessment (Negative <br /> Declaration); <br /> APPEAL NO.3: Appeal by Ronald Vane of the Planning Commission's approval of a <br /> Tentative map and Planned Development Permit; <br /> CITY COUNCIL OPTIONS: <br /> 1) To Approve the Project: <br /> Deny the appeal of the Certification of the Environmental Assessment; Amend the <br /> General Plan Land Use Map; Amend the Zoning Ordinance to create a new "R-I-MD" <br /> Zoning District; Amend the Zoning Map to rezone the site to "R-I-MD"; Rescind the <br /> Parking Easement by a 517ths vote; and Deny the appeal of the Tentative Map and <br /> Planned Development Permit; (Staff recommendation) <br /> 2) To Deny the Project: <br /> Uphold the appeal of the Certification of the Environmental Assessment; Deny the <br /> General Plan, Zoning Text, and Zoning Map Amendments; Uphold the appeal of the <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 MAY 12, 1997 <br /> MINUTES Page No. 312 PAGE 6 <br />
