It is better <br /> that we take the time and do it right." <br /> Vice Mayor Howard said that when the Planning Commission Members <br /> spoke to the Council about their goals and objectives they said they wanted to <br /> be more proactive. They said they would like to be involved in the long <br /> range planning for El Camino Real, so "this is a perfect opportunity to <br /> incorporate their wishes.... We did increase the amount of money for the <br /> Storefront Improvement Program, and I understand that is going to be used <br /> for El Camino Real. In the CDBG $50,000 was allocated for it, and each <br /> year there is a new funding process. I see no reason why we couldn't apply <br /> again... I see two pots of money here, but I also see a Plan that needs dusting <br /> off and looking at by maybe more than one group." <br /> Councilman Leipzig said, "As I listen to all of this, it breaks down into three <br /> areas: one, the Planning Commission working on the El Camino Plan and <br /> Storefront Improvements; two, we have the landscaping and entry features <br /> issue; and three we have code enforcement. .. I disagree with the direction we <br /> are going... We are focusing on the landscaping and entry features. All three <br /> of these issues are important. What we can do immediately is the code <br /> enforcement. Send our staff up and down the El Camino and cite the sign <br /> ordinance violators, covering up windows more than 50%, the illegal A- <br /> frames, and the grand opening and permanent sales banners. All that kind of <br /> blight that is currently there, the weeds growing out of planter boxes... let <br /> alone the center dividers which is a landscaping issue. That's the kind of <br /> thing we can do immediately. That is my wish. Breaking it down into three <br /> areas is the only way to get a handle on this issue. If we just say we want to <br /> beautifY El Camino but don't have a strategic plan, working with the <br /> Planning Commission on that plan, code enforcement... we are never going <br /> to get this concept off the ground. I am losing a little patience. I want to try <br /> to restrain myself a little while longer and see what comes of it, but from <br /> where I am coming from with code enforcement, not only on the El Camino <br /> and Woodside Road, but the neighborhoods... we are not addressing that <br /> issue, and I think it is just a matter of strategy and focus." <br /> Vice Mayor Howard said she agreed with Councilman Leipzig that "we <br /> need to categorize this, but I felt that we were in agreement that we are going <br /> to do code enforcement. I thought that was our priority. Now that we will be <br /> having three Code Enforcement Officers on board, I think that we can be <br /> more aggressive on E1 Camino. There is a lot we can do along El Camino <br /> without doing the big job right away. Some of us are already doing it. I have <br /> taken down I can't tell you how many... signs. I have them all in my garage. <br /> I'm going to give them to Jerry Schnell (Code Enforcement Officer) one of <br /> these days. I think our Code Enforcement Officers could concentrate on El <br /> Camino Real immediately...
