2) ORDINANCE FURTHER EXTENDING A MORATORIUM UPON THE OPENING OR
EXPANSION OF ADULT-ORIENTED BUSINESSES IN THE CITY OF REDWOOD CITY
(205);
MINUTE ORDER NO. 97-128
N. CONSENT CALENDAR - Continued
K. GID 1-64 Development Agreement Extension
Removed from the Consent Calendar by Councilman Leipzig.
REPORT: Senior Engineer Chu Chang, June 23,1997
Excerpt from the Report: "FISCAL IMPACTS: The approval of this Development
Agreement extension will insure the continuous revenue which supports the infrastructure
construction in the Redwood Shores General Improvement District 1-64."
Councilman Leipzig referred to the Planning Commission Minutes of June 3, 1997
regarding this issue, wherein the Planning Commission made no recommendation, and
Laverne Atherly, residing in the GID 1-64 District, stated "the extension was not necessary
at this time to continue the taxing authority due to few new developments that are in the
Redwood Shores area." Councilman Leipzig asked for clarification on this issue. Also, he
asked if his colleagues on the Council were interested in changing or adding to the make-
up of the Facilities Fees Committee.
City Manager Everett said, "We must have the extension to levy any Facility Fees" as
the current Agreement expires June 23, 1997, and if the ordinance is adopted would be
retroactive to that date. He said the discussion of the make-up of the Committee would
take place during the Public Hearing at the Council meeting, June 30, 1997 when the
Ordinance would have its second reading. The vote tonight was just to introduce the
Ordinance, not adopt it. He advised that due to tonight's scheduled Public Hearing on the
ADJOURNED REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 JUNE 23,1997
MINUTES Page No. 406 PAGE 4
