Richard Silver, 824 Winslow, Redwood City, expressed his strong opposition to the <br /> presence of the Confederate Flag at the 4th of July Parade in Redwood City. He said it was <br /> an effront and an embarrassment to the City, and asked Council to place this matter on a <br /> future agenda for Council discussion. (203) <br /> In response to Mayor Hartnett's questions regarding the role of the City in controlling the <br /> content of the 4th of July Parade, City Attorney Schricker stated that the City's role is <br /> limited to issuing permits for use of the City's rights-of way. He added that the Peninsula <br /> Celebration Association obtains a permit for the Parade and is the sole sponsor. City <br /> Attorney Schricker said that the Supreme Court has upheld the right of unpopular groups <br /> to participate in lawfully held public parades as a First Amendment right. He added that <br /> the law equally encourages opposing opinions and statements, and the First Amendment <br /> vigorously encourages and protects a full and open expression of views. <br /> Mayor Hartnett said he would address this issue under Matters of Council Interest. <br /> MEMO 7/1/97 <br /> B. Eleanor Reed, 2021 Harding Avenue, San Mateo, advised Council that she has a legal and <br /> successful hot dog stand she has operated on the 400 block of Marshall for the last ten <br /> years, and every year the Peninsula Celebration Association takes steps to keep her from <br /> selling her hot dogs during the Parade. She stated the PCA has attempted to humiliate and <br /> embarrass her, and she too, vigorously objects to the presence of the Confederate Flag in <br /> the Streets of Redwood City on the 4th of July. She asked Council to take steps to have the <br /> Flag removed from the Parade as it deeply offends all African American people who want <br /> to enjoy the Parade with their grandchildren just like everyone else. Ginny Hughes, 18 Admiralty Place, referred to Council's request for financial updates on <br /> the Emergency Hunger Fund during the HSF A discussions, and provided bound reports of <br /> the requested data to Council.
