Peter Hughes, 18 Admiralty Court, addressed the issue of the membership of the <br /> six member GID Facility Fee Committee which currently has three City staff <br /> members and three representatives of the Developer. He said this was the time to <br /> change the composition and add representation from Redwood Shores, at least one <br /> member. He discussed the Committee's discretion to schedule capital <br /> improvement projects citing a traffic project that had disappeared from the list of <br /> projects, and the need for Redwood Shores residents to have a voice at that level. <br /> He said the lack of a Redwood Shores resident voice on the Committee amounted <br /> to taxation without representation. <br /> B. LaVerne Atherly, 515 Cringle Drive, representing the Redwood Shores <br /> Homeowners Association, advised that the Board of the Association made a <br /> presentation to the Planning Commission regarding the composition of the GID <br /> ~ Facility Fee Committee. Their proposal was to keep the three City staff members <br /> and replace the Developers with "one from the Redwood Shores Owners <br /> Association, one from Redwood Shores Business Owners Association, and one <br /> from the Redwood Shores Homeowners Association." He said that was the only <br /> change they would like to see made to the Development Agreement. He said he <br /> believed the first members of the Committee were City staff and residents of <br /> Redwood Shores, and only in 1984/85 was it changed to include three members <br /> from Redwood Shores Properties. Mr. Atherly said there will probably be several <br /> million dollars left at the expiration of the Development Agreement, and the <br /> Board believes the community should determine disposition of those funds, <br /> whether to payoff the bonds or undertake other projects in Redwood Shores. He <br /> added that the Agreement could be modified by a District election. He said the <br /> Report recommended changing the make-up of the Committee at a future date, <br /> and he suggested the Council fix January 1, 1998 as that date. <br /> In response to Council questions, Mr. Atherly described the constituencies of the <br /> three groups they would like represented on the Committee, and said he did not <br /> feel the Developers needed membership on that Committee as they would have <br /> representation through the Business Owners Association and the Redwood Shores <br /> Owners Association. <br /> ~ <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 JULY 14, 1997 <br /> MINUTES Page No. 459 PAGE 22 <br />
