<br /> City Manager Everett described the meeting he and Engineering Manager Patterson <br /> had with Mr. Atherly and Mrs. Ford and their discussion of perhaps using the <br /> remaining funds for capital projects rather than paying off the bonds. He said they <br /> discussed "a task force be cast to try to determine that question. If there is a desire to <br /> do something else with those monies, and we see that with broad base support, then I <br /> think we would want to start discussion with the developer" to change that last option <br /> for remaining funds. City Manager Everett said, "You won't find a big concern on our <br /> part, we just want to make sure that, we don't want to change it and then have a group <br /> of people come in and say 'that's not how we want it.' " <br /> In response to Councilwoman La Berge's questions regarding the City's membership <br /> on the committee, City Manager Everett advised that he, Senior Engineer Chang and <br /> Senior Account Weinstock are voting members, but different staff members sit in at <br /> different times depending on the subject. When parks are considered, Parks, <br /> Recreation and Community Services Director Griffiths is always there. <br /> Mayor Hartnett said that "given that this was a trilateral agreement, in respect to a <br /> bilateral one that can't be extended unless it is mutually agreed to, and I think we all <br /> agree that it is important to extend it for a whole host of reasons, in terms of a public <br /> participation whereby people would have a meaningful opportunity to give advice and <br /> recommendations either to the committee itself, or to the Council sitting as the GID 1- <br /> 64 Board, when it is time for us to exercise discretion, is there a practical way of doing <br /> that so a committee would not just be window dressing?" <br /> City Manager Everett said the first question to be answered is, do the residents want <br /> to payoff the bonds or do capital improvement projects with any remaining funds. "If <br /> the decision is to do projects with that money and not pay off the bonds early, then it <br /> seems to me, within the constraints the City Attorney mentioned, the citizens ought to <br /> be the ones to articulate what those issues are, not us or Mr. Warren or anyone else." <br /> City Manager Everett said it was his hope that that decision could be made, and <br /> priorities set, and articulated by the residents to the City and the Committee. He said <br /> the committee met quarterly, a little more around budget time, and he would see to it <br /> that the committee meetings were open to public participation and in an accessible <br /> place. He said a great deal of engineering work and financial talk is done with City <br /> and Developer's counterparts before the meetings, but all the issues are debated and <br /> decided upon at the meetings. City Manager Everett said, "All the projects that the <br /> City has in the GID 1-64 at this point in time, we have reserve money for." He said the <br /> levee system might need additional funding since so much of the funds were spent on <br /> the review process. <br /> Mayor Hartnett said, "As a practical matter it is difficult to craft a system of public <br /> input tonight that might make practical sense. Also, we need to get the Development <br /> Agreement, both as a practical and a legal matter, we need to get it extended.
