The developers, once the infrastructure is built, step out of the picture with <br /> the third stage of how those funds are to be distributed, and at that stage, I really <br /> believe the residents of Redwood Shores should be brought into the process and be <br /> listened to very carefully, and should have a strong voice as to how those funds would <br /> be expended.... I would bet there will be more residents who would rather use the <br /> money to improve their neighborhoods in capital expenditure efforts.... Why would I <br /> all of a sudden switch from a developer participation to a residents participation? If <br /> there are excess funds left over, in my opinion, the residents actually paid for those <br /> excess funds.... It will be built into the price of the housing unit or commercial <br /> property that that individual buyer buys. And that to me means that the funds that are <br /> left over, above and beyond the required capital improvements of that particular <br /> development, really belong to the residents, the people who bought the property, <br /> because they paid it in the sales price.... I'd rather have all Redwood Shores residents <br /> participate in it because, the original residents out there paid a much higher bond <br /> indebtedness fee than the newer residents are paying." <br /> Vice Mayor Howard asked if the Council approved the proposal as offered, would <br /> that preclude Council action within that five years to change the composition of the <br /> Facility Fee Committee? City Manager Everett said if both the City staff and the <br /> Developers agree to a change then it would come back to the Council for its decision. <br /> He said that if you adopt it tonight as presented, then the Committee would remain in <br /> its current configuration. City Manager Everett said when the proposed ad hoc <br /> committee is considering "the when and the how" the City staff will be talking to the <br /> developers to try to achieve something "they too are comfortable with, because they <br /> are part" of the decision making process. They have to be a party to any agreement. <br /> Vice Mayor Howard said "the developers do pay the fee... but those costs are passed <br /> on to the people who are living in Redwood Shores, so in a way their buy-in is there, <br /> too. If we were to have an ad hoc committee I'd rather see them incorporated sooner <br /> rather than later." She said she agreed with Planning Commissioner McCoy who said <br /> there is a sense of taxation without representation, and an ad hoc committee with <br /> meaning is very important. <br /> Councilman Ruskin said, "This is a complex matter, and it is hard to make a decision <br /> that I can be completely satisfied with in the sense that I haven't had that much time to <br /> think about this, and there are a lot of other things I would like to consider. I find <br /> myself open after listening to Mr. Slusser and others, open to the idea of having a <br /> voting member from the Shores. But I am also persuaded that this is not a unilateral <br /> agreement and I'm reluctant to make changes unilaterally tonight....
