7.1.G. - Page 2 ANALYSIS This is a Final Map approval for the fourth of the original four parcels that is now being resubdivided into 74 condominium units (Parcels 3C, 3D, 3E, 3F, and 3G) with parks facilities on Parcels 3C and 3G. The Final Map is submitted to both the City and the State's Department of Real Estate for approval. The hotel will be submitted for consideration and approval to City Council at a later date. On February 28, 2011 a permit was issued to the owner for the construction of necessary infrastructure improvements along Bair Island Road (Phase I Improvements) in conformance with City Standards and the 2007 Precise Plan. Bonds in the amount of $2,057,357.40 were received for improvements along frontage of the project. This work was completed in late 2011 and the improvements were accepted by City Council on February 27, 2012. All work associated with the Phase I public infrastructure improvements for the One Marina project was financed through the Redwood City Community Facilities District 2010-1 One Marina Project (CFD). The CFD was approved by City Council on September 13, 2010. On October 31, 2013, a permit was issued to the owner for the construction of necessary infrastructure improvements along Bair Island Road (Phase II Improvements) in conformance with City Standards and the 2007 Precise Plan. Bonds in the amount of $1,068,759.81 were received for improvements along frontage of the project. This work is currently ongoing with an anticipated completion in late spring 2014. The Owners' surveyor, Mountain Pacific Surveys, has completed the Final Map in accordance with the Subdivision Map Act, Redwood City Ordinances, and to the satisfaction of the City's Engineering Division. Declarations of Annexation into the original Covenants, Conditions and Restrictions (CC&R's) were reviewed by staff and the City Attorney's office. There are numerous Declarations associated with this action, one sample document is attached to this report, and the others are available for review in the project file. The Owner's engineer, KPFF Consulting Engineers, has completed improvements plans in accordance with the Redwood City Standards and to the satisfaction of the City Engineer. Improvements include grading and paving; surface improvements including curb, gutter, sidewalk, and public access paths; sanitary sewer mains and services; water mains and services; a storm drainage system; site lighting; landscaping and irrigation; and joint trench facilities. The developer's subcontractors have posted bonds in the amount of $1,000,000 as required by the agreement. The developer anticipates completion of all Parcel 3C, 3D, 3E, 3F, and 3G improvements in 2014. All work associated with this project is being paid for by the developer. ALTERNATIVES Council may choose not to approve the subdivision and/or accept the easements as dedicated.
