7.2.B. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager April 7, 2014 SUBJECT Final Acceptance-2012-2013 Sanitary Sewer Replacement Project RECOMMENDATION By motion, accept the 2012-2013 Sanitary Sewer Replacement Project and authorize the release of retention according to City procedures. BACKGROUND On August 26, 2013, Council awarded the construction contract for the 2012-2013 Sanitary Sewer Replacement Project to Con-Quest Contractors, Inc., of San Francisco, California to replace and install approximately 8,788 linear feet of 6-inch, 8-inch and 15 inch vitrified clay pipe (VCP) sewer main with new 6-inch, 8-inch and 15 inch polyvinyl chloride pipe (PVC) and high density polyethylene (HDPE) pipe, 44 sanitary sewer manholes and 194 sanitary sewer laterals. Construction started in October 2013 and was substantially completed in the middle of February 2014. Final walkthrough was conducted with Public Works Services staff in March 2014 and no outstanding items were identified. ANALYSIS The contract was awarded for a base bid of $1,999,581.50. The project was successfully completed in accordance with the plans and specifications. Change orders were issued generating a credit totaling $21,242.24. The final contract amount is $1,978,339.26, which is 1.06% lower than the initially awarded contract amount. Change orders resulted due to adjustment of quantities of sewer main pipes and sanitary sewer laterals installed and the crossboring of the existing 15 inch sanitary sewer line by MCl/Verizon communication lines. Staff negotiated with MCI/Verizon so that the City will be reimbursed for the amount of the work related to crossboring issue. ALTERNATIVES Council may choose not to accept the project and/or authorize the release of retention which would be contrary to the terms of the contract, prior Council action, and the public contracting code.
