. I . I . .,

of Carrington Hall. We agreed to fund half if they would raise funding for the other half.
Which they did. Which they did, and the study was done. So, I would much rather see the
Council say, perhaps we can fund $5,000 but Commissioners, go out into the community
- and see if you can match it. So, it's not that I don't support the Commission or the work
you are doing. I'm not very comfortable with the timing of this, and I think we could have
looked at a matching grant and probably made it work."
Councilman Claire said "I am not so sure the process is all that bad, and I think the
Commission itself has to look at the process, and the Council not get involved in that.
About the comments the Peninsula Center Stage and the Fox, those arguments have been
brought to us so many times since my tenure on this Council, and the Council has, each and
every time, supported the Fox with some dissenting votes. If it needs to be brought to us
again, if we feel it is something we do not wish to support, fine, we should do that. But I
don't think it has any bearing on what we do here tonight. I agree with Councilwoman
Buchan about going out and trying to fmd more funds... But there is one thing that I have
found in my fund raising activities with Little League, Senior League and A YSO, it is not
the season for giving. It is very, very difficult to raise funds. We have to do it by selling
candy door to door, which is not a good thing for the kids to be doing these days. I am not
very optimistic about the Cultural Commission going out and selling candy door to door for
fund raising activities, and therefore, probably would not ask them to do that."
Vice Mayor Howard said, "I have felt for some time that, in our next budget process, we
should increase the amount of money that is given towards our cultural activities in
- Redwood City. I just feel giving $65,000 a year just can't adequately address the needs that
are out there.... I think we need to give them an adequate amount of money so they can
plan properly. I commend the Civic Cultural Commission for keeping Council priorities
very much in the forefront, the quality of life of the community, our youth and education,
our schools, promoting music and arts in the schools and our adults also. I commend the
Civic Cultural Commission for that. Also, I commend you for having the Port
involvement, and I commend them also for giving you that money because it has enabled us
to have some wonderful sununer concerts... I am concemed about the request this evening,
although I do understand... how it happened, from my own experience on Housing and
Human Concerns. The concem I have is, setting a precedent. We have in the past not
increased budgets that have come before us from HHCC and other groups, because we
always stood on the fact that when we budget an amount of money we expect people to
work within their budget. That has been a real tough decision to live by. It certainly isn't a
popular one. But, on the other hand, I would really like to see us have a successful "Tis the
Season"... and I also see that with all the demands that were put upon you without the
proper process in place, that this could have happened." Vice Mayor Howard suggested
that a few of the requests wait until the next budget cycle, and said she would support
Councilwoman Buchan's suggestion for $5,000 for the "Tis the Season" as well as other
programs, and going to the community for matching funds. She asked that a new budget
application process be studied now so it could be ready for the next budget cycle. Vice
Mayor Howard said she would be happy to help out as a member of the HHCC, and said
- with the appropriate guidelines in place, the Commission's decisions would be so much
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 OCTOBER6,1997
MINUTES Page No. 557 PAGE 10
