<br /> Police Officer Russ Hughes, referred to calls for services, Pages 23-27 of the Report, <br /> and said assumptions underlying some of the data were incorrect. He described the <br /> discrepancies, what was included and what was omitted from the Report, and the <br /> different interpretations of what constitutes a call and what does not. Officer Hughes <br /> described incidents where actions were taken but not reported to Dispatch, such as <br /> taking the time to alert someone to tum down a stereo, thus preventing a call to <br /> Dispatch. Since these service calls were not reported, they were not factored into the <br /> statistics of the Report. He also described accepted industry practice where two <br /> officers are expected to respond to a traffic stop or a domestic call which does not <br /> happen in Redwood City due to current staffing. He described his personal <br /> experience two years ago when he was in Redwood Shores and the closest officer was <br /> in downtown Redwood City. Officer Hughes was confronted by a psychotic male <br /> with a gun, without a cover officer. (He disarmed the man and everything turned out <br /> ok.) He said the figures in the Report would support one-officer calls, 61 % of the <br /> time, which is unacceptable. Officer Hughes also supported previous comments on <br /> the erroneous inclusion of non-moving violations in the TEl results. He asked <br /> Council to review the data. <br /> In answer to Council questions, Officer Hughes said he believed that approximately <br /> 10-15% of the time one officer can and should handle the call, but all other calls <br /> should be responded to by two officers. <br /> Mr. Heiss said he didn't want to argue about numbers, but was concerned about the <br /> comments that the officers did not receive the Report until today. Mr. Heiss said the <br /> study was started in May, 1997, and the Steering Committee that was established was <br /> comprised of Police Department management and line staff. He said the numbers in <br /> the Report had been reviewed and debated by that group five or six times. Mr. Heiss <br /> said the Committee had participated in establishing the assumptions about calls for <br /> service and how they would be determined. He said the issue of how many officers <br /> should respond to a call is a policy set by the Chief. Mr. Heiss said the numbers in <br /> the Report are reasonable compared on how other Departments operate in California. <br /> He said that was Chief Taylor's role in this study, to provide that law enforcement <br /> input. Mr. Heiss said traffic citation figures were documented and distributed to <br /> everyone in the Department and Committee to review. He said after comments were <br /> received, changes were made. He said the data had been subjected to review, and not <br /> a number in the Report had not been seen by the Association, management and <br /> supervisors in the Department, all of whom are represented on the Steering <br /> Committee. Mr. Heiss said it is a valid approach, the numbers are accurate, and they <br /> have been subjected to review by the Department. <br /> Police Officer Sheffield said the Steering Committee met two weeks ago and he had <br /> brought up the traffic component of the Report.
